Though health officials and Consumer Reports say there’s no real difference between the two, DC officials will oblige the student’s wishes if it will mean prevention. “If people get what they don’t want, they are just going to trash them,” said a student from the University of the District of Columbia. District officials will also allow teachers and counselors who have completed an online training course to give condoms to students.
