Horrific Video Shows 2 Ohio Jail Officers Brutally Beating Black Man In Restraint Chair
Two Cuyahoga County, Ohio jail officers are facing a slew of charges after a newly-released video showed the pair brutally punching a Black man in his head while he was strapped to a restraint chair.
It shows Nicholas Evans and Timothy Dugan strapping the man into a restraint chair, before repeatedly and unlawfully punching him in the head. The brutal treatment caused the man to have a concussion, according to the news site.
The footage, captured on a wall camera, shows the defenseless man with both of his arms bound to the chair, and his mouth covered. The officers appear to be speaking to him on the video, although audio was not recorded on the available footage.
Evan is accused of turning off his body camera so that it would not capture the audio and the video of him and Dugan beating up the man.
Both Evans and Dugan have been indicted on charges of felonious assault, unlawful restraint and two counts of interfering with civil rights, each. Evans is also facing charges of tampering with evidence, according to the news station.
The indictments further accuse the two officers of leaving the man in the restraint chair for over two hours after beating him up, instead of immediately taking him in for medical care.
Both men pleaded not guilty to the charges against them. A judge set a $5,000 cash surety bond with GPS monitoring on each of them.
