Dr. Thelma Baxter is a nationally recognized educational consultant on school reform and literacy. She is the retired Harlem school superintendent and principal of Theodore Roosevelt High School in the Bronx, NY. When this failing school achieved three years of improved test scores, graduation rates and attendance, The New York Times acknowledged her with a 1996 editorial entitled, “Cloning Thelma Baxter.” Dr. Baxter has taught at the collegiate level preparing other education administrators.
