Watch as the 11-year-old expertly articulates the needs of his Ferguson, Missouri community while talking to the St. Louis County Council back in August. His two-minute speech even received applause from those in attendance.

"He was right on," said Councilwoman Hazel Erby to CBS News. The network also interviewed Govan on Sunday Morning this week and the young orphan continued to prove he is wise beyond his years.

"Look, let me tell you why," began Govan when asked about the lack of minorities willing to serve on the police force. "From the beginning we've felt abused by these people. Why would you go up to serve among the abusers? It doesn't make any sense."
